Husband of barangay official in Libon shot dead by lone gunman

A man identified by police as Ramon Concepcion, 60, was killed on the spot when a lone gunman shoot him in different parts of the body.

Chief Insp. Eduardo Azotea of the Libon police said that a gunman approached Concepcion and fired successive shots to the victim.

Ramon was gunned down while standing in front of his house in Barangay Molosbolos in Libon at 8 a.m. on Saturday.

The fatality was the husband of Molosbolos barangay chief Asuncion Concepcion.

Responding police team dispatched on the scence claimed that the family of the victim chose not to cooperate in the investigation. The family also refused to send the victim’s body for autopsy, the police report added.

A joint team was dispatched to the crime scene to investigate included the 83rd Infantry Batallion of the Army under 2Lt. Marlon Urbano, Libon Municipal Police Office and Albay Provincial Police Office Public Safety Company led by Insp. Joseph Laurio.

The family recovered empty shells from the firearm used by the gunman but also refused to turn them over to police investigators.

Azotea said investigation is ongoing as to the motive for the killing but the Libon police is on alert for possible retaliatory attacks from Gilbert’s group because of the shooting incident.

Ramon’s son is Gilbert Concepcion, an alleged leader of an organized crime group operating in Albay and some parts of Bicol.

The police has tagged Gilbert’s group as responsible for the killing of former Makati City engineer Nelson Morales in front of a church in Malinao, Albay on September 7, 2012. Morales was a close aide of former Vice President Jejomar Binay when he was mayor of Makati City.

An ongoing investigation is being undertaken by the local police authorities on the motive for the killing and placed the Libon police force on alert for possible retaliatory attacks from Gilbert’s group.

The younger Concepcion has outstanding warrants of arrest for cases of muliplte murder and rape. A bounty has been pegged at P1 million for his arrest.

Gilbert is the alleged suspect in the killing of Senior Insp. Joerem Kallos, former deputy chief of police of Libon MPO on Dec. 29, 2015.

Kallos was shot dead while conducting a checkpoint even as his companion policemen were serving an arrest warrant against Gilbert at a village road in Sitio Pinagbadilan in Barangay Buga in Libon.

Gilbert’s brother Ramson, also an alleged gang member according to police, was killed November 27, 2014 in Barangay Buga during a running shootout with arresting policemen responding on a holdup incident in the village of Matacon in Polangui, Albay.
