Small Town Lottery Out, PCSO Loterya ng Bayan In

Lottery is never my forte. I mean, I have tried times too many betting on numbers I personally liked most. I have joined the long line of numbers game enthusiasts for so long a time. Unlucky me, never won a minimum payback. Always lost during the draw, missed the nearest set of winning numbers to my dismay and disappointment.

Ironic as it seems, most often have seen bettors who spend their last pesos for a jueting bet or lotto ticket rather than buying a bag of pan de sal (bread roll).

Bet you, there are more losers than winners. Sweepstakes, lotto or small town lottery (STL) are one and the same to me. A hollowed promise to the multitude made more addictive when the pot is bigger than any one can imagine of ever owning/saving in a full lifetime.

Yet, it seems there is no stopping the lottery numbers game in the country any time soon.

But while the Philippine Charity Sweepstakes Office (PCSO) sealed the fate of STL in the country, it is also introducing the Pcso Loterya ng Bayan (PLB). The game starts May.

These games include (1) EZ2- players pick a series of two numbers between 1 and 31, with a minimum prize of P2,000; (2) Suer3- players select a series of 3 numbers from 1 to 9, with a minimum prize of P2,500; and (3) Pares, wherein bettors choose a series of two numbers, with each one ranging between 1 and 38, with the minimum prize of P4,000 for every correct combination.

General manager Jose Ferdinand Rojas disclosed PLB’s final guidelines will take effect 15 days after publication in a newspaper of general circulation.

PCSO Chairman Margarita Juico stressed the new game aims to assist law-enforcement agencies in eradicating the operation of illegal numbers games in the country by presenting itself as a legitimate alternative to STL. In due time it would also help provide funds for the health and medical programs of local governments.

The PCSO included in the game’s implementing rules and regulations the establishment of a group from the agency’s legal, internal audit, finance and online-lottery departments and board of directors to supervise and monitor operations.

On Monday, chairman Juico and directors Francisco Joaquin III, Mabel Mamba, Aleta Tolentino and Betty Nantes signed the notice.

Applications for the new PLB start to trickle with 42 coming from the provinces of Albay, Camarines Sur, Sorsogon, Camarines Norte, Batangas, Laguna, Rizal, Quezon, Pangasinan, Bulacan, Zambales, Isabela, Nueva Ecija, Nueva Vizcaya, Pampanga, La Union, Ilocos Sur, Abra, Cagayan and Quirino.
