For the fiscal year of 2006, 33 out of 107 Bicol municipal LGUs earned an income over and above the P50M mark. Camarines Norte capital town of Daet topped with an annual income of P158M followed by Albay’s premier town of Daraga. CamSur’s Pili earned P77M to place 6th. Catanduanes capital of Virac earned P65M for the 17th.
Big town Labo, ranked 2nd for the province of CamNorte is listed 3rd for the region. Libmanan ranked 1st for the province but came down 4rth for Bicol. Calabanga earned P72.8M which is 3rd for the province and 11th for the region. Bottom of the list is Mercedes, small in land area but big in making an annual income, lands 4rth for the province but 33rd for the region.
Out of 33 LGUs on the table, CamNorte had 4 on the top list, 7 for Albay, 11 from CamSur, 5 from Sorsogon, 5 from Masbate and 1 from Catanduanes. Below is the table for easy reference:

Effective Fiscal Management: Seventy seven municipal LGUs saved between P1M to a max of P78.8M for the fiscal year in our review. Daet topped with the most savings. Masbate town of Pio V. Corpuz prudently saved P1M to get listed for the 77th. Calabanga saved P2M for the 59th. Check out the table below:

Deficit LGUs: We have a short list of 16 municipal LGUs which had a deficit for the 2006 fiscal year led by Albay towns of Libon for a total of -P15M+, Polangui, -P3.3M+, and Oas, -P3.2M+. Labo which is a top earner is also a big spender ending the year with a negative P2.7M. Find below the table and ranking:

Internal Revenue Allotment: The CamSur town of Libmanan received a good share of IRA from the national government, or 93.21% of its annual income. Top earner CamNorte capital Daet is not IRA-dependent, its share is 39.47% of its yearly source of budget.
Albay’s Daraga LGU also has low share of IRA which ranged into the 46.20% of its total yearly income. Calabanga’s total receipts include a good percentage of 84.56% reliance on the revenue allotment from the national government.
For other LGUs listed about here, just divide the IRA with the total annual income to arrive at the municipality’s share and dependence on allotments.

Just wonder how LGUs spend allotment for Education, Culture & Sports with the amount listed on annual budget. Polangui topped the list with +P8.1M for 2006. Two more Albay towns, for a total of three, provided higher money more than any other in the entire region.
Interesting that Cataingan of Masbate shelved a serious amount for education. So with CamNorte’s Daet and Labo. Goa, Pili and Calabanga provided over P2M for the same category.
