The 179-man Team Albay-Office of Civil Defense 5 has been assigned for priority deployment in Tacloban City on Monday based on order of Undersecretary Eduardo Del Rosario, Office of Civil Defense administrator and National Disaster Risk Reduction and Management Council executive director.
This was learned from Governor Joey Sarte Salceda this morning, saying this 11th mission of the team, which is the fastest-assembled and the largest mercy and goodwill expedition, is the most difficult because of the situation in the areas hard-hit by the super typhoon “Yolanda”.
Salceda said Tacloban residents are in state of panic, confused and lack direction with still no communication lines available.
“But this will not hinder the team in delivering services to the typhoon victims in cooperation with local officials, national government agencies under the NDRRMC and other volunteers.
In this connection, the water sanitation team has already found a place to position the water lory right in the city proper of Tacloban.
The 179-man assistance mission left Albay on Saturday night and is composed of eight service delivery teams of experienced and skilled volunteers.
The water sanitation team, with filtration machine and water tank lory, is composed of volunteers from the Provincial Engineering Office, 10 men; Provincial Health Office, 10; Provincial General Services Office, three; Naval Forces for Southern Luzon, seven; and Armed Forces of the Philippines, 16.
The land and water search and rescue team has personnel from the Bureau of Fire Protection, 12; Navforsol, nine; 2nd Infantry Battalion and 9th Infantry Division, 18; and Philippine Air Force-Tactical Operations Group 5, eight.
For the medical team, the Bicol Regional Training and Teaching Hospital has a component of 24 experts, assisted by 12 volunteers from the Albay Health and Emergency Medical unit.
The Department of Social Welfare and Development sent four psychosocial experts while the Provincial Social Welfare and Development Office has four volunteers for relief support.
