NAGA CITY, Feb. 19 — The Philippine National Railroad tracks in the region has encouraged the proliferation of rail road skates as means of transportation on villages and barangays without regulation of concerned government agencies. Sometimes, accident happen like last Wednesday.
A four-year-old girl did not reach the hospital alive while her mother was seriously injured when they fell off a railroad track skate in Barangay Malaguico, Sipocot, Camarines Sur on Wednesday night.
Brought dead to the Bicol Medical Center was Bianca Alvarado while her mother Sherly, is being treated for severe injury.
A police report said the two victims were on board a motorized skate owned by Ronaldo Principe at about 6:00 p.m. from the poblacion to their village when the accident happened.
When the skate was on a descending portion of the track, the two lost their balance and fell into ground.
The skate is the common means of transportation by people along the Philippine National Railways railroad track, especially when there is no train.
The skate is the only form of transportation in the area due to the absence of a road where a motorcycle or jeep can pass through in going to this railroad barangay.(PNA)

This is what happen with no regulation on the operation of skates on PNR tracks It is understandable that other than skates, the residents has no choice, but maybe walk? Not enough/there is no network of roads in the railroad towns.
