Poll body set to hold final test and sealing of 92,509 VCMs this week

MANILA — As the Philippine elections near the final homestretch, the poll body is set to hold the final testing and sealing of the vote counting machines this week.

The focus of activity will be the conduct by the Commission on Elections of a one-day event participated in by designated Board of Election Inspectors seen to man the 92,509 clustered precincts around the country.

While not simultaneous, the testing will be done any day of the week nationwide.

The activity will involve an end-to-end test of the system which starts with the initialization of the machines, a sample of ten people casting votes, the feeding of the completed ballots to the machine, the release of the individual voter receipt, and up until the printing of election returns. It was not specified if it will also test the transmission of results from polling precincts to Manila.

After the completion of the test, the machines will be sealed and locked inside the polling precincts. Come election day, the VCMs will be opened about 5:00 AM on May 9, 2016.

According to spokesman James Jimenez, Comelec Resolution No. 9981 stipulates the conduct of testing and sealing of the VCMs between May 2 to 6, 2016.
