The Senate approved on third and final reading on Monday a bill which seeks to mandate the installation of a speed limiter in all public utility buses (PUBs).
Voting 19-0, the senators passed Senate Bill No. 2999 which is aimed at reducing road accidents by requiring buses to install speed limiters or face up to P100,000 fine and suspension of franchise.
According to the study conducted by the University of the Philippines National Center for Transport Studies, the road accidents involving buses have dramatically increased for the last three years from 12,857 to 15,572 accidents last year,.
Senator Joseph Victor Ejercito, sponsor of the bill, said the installation of a speed meter would regulate speed of buses and curb the fatalities on the roads.
He said the installed speed limiter will be programmed at a maximum 60 kilometers per hour for PUBs traversing Epifanio Delos Santos Avenue (EDSA), and a maximum of 80 kilometers per hour for those traversing expressways.
Under the proposed measure, PUBs shall not be registered by the Land Transportation Office (LTO), granted new franchise or renewal of the old ones by the Land Transportation Franchising and Regulatory Board (LTFRB), unless the standard speed limiter is installed.
