Ombudsman sacks detained Masbate governor Rizalina Seachon Lanete

Masbate governor, and former 3rd district congresswoman Rizalina Seachon-Lanete was axed by the Office of the Ombudsman from her post for the anomalous utilization of Priority Development Assistance Fund (PDAF) amounting to P112.29 million between 2007 and 2009. Seachon is being detained in Bicutan, Taguig City.

Also included in the dismissal order from the service were Technology Resource Center (TRC) executives Dennis Cunanan, Marivic Jover and Consuelo Lilian Espiritu; National Agri-Business Corporation (NABCOR) official Victor Roman Cacal; and National Livelihood Development Corporation (NLDC) representatives, Gondelina Amata, Chita Jalandoni, Emmanuel Alexis Sevidal, Ofelia Ordoñez, Sofia Cruz, Filipina Rodriguez and Gregoria Buenaventura.

Lanete and her co-accused are facing charges for plunder and multiple counts of graft and corrupt practices in violation of Section 3(e) of Republic Act No. 3019 before the Sandiganbayan.

Lanete’s PDAF from 2007 to 2009 were issued through 11 Special Allotment Release Orders (SAROs) with the TRC, NLDC and NABCOR as implementing agencies, and released to Janet Napoles NGOs.

Investigations showed that the PDAF was never used for the intended agricultural and livelihood projects as disbursement vouchers, progress and accomplishment reports, fund utilization, inspection and delivery reports, and certificates of acceptance were all fabricated.
