The Philippine state weather agency on Saturday at 5 a.m. weather bulletin update said it still projected Typhoon Ruby (international name Hagupit) to make landfall over the Eastern–Northern Samar area Sunday morning, bringing with it a storm surge of up to 4.5 meters.

At 4 a.m., Ruby was 240 km east northeast of Borongan, Eastern Samar, moving westwards at 10 kph.

Ruby has maximum sustained winds of 195 kph near the center, with gusts of up to 230 kph. The estimated rainfall within Ruby’s 600 km diameter is 7.5 (heavy) to 20 mm (intense) per hour.

Meanwhile, in the midst of preparations being made to brace for the impact of super typhoon ‘Ruby’, President Benigno S. Aquino III said Friday he is ultimately responsible for how the government works and he want to impress on everyone that it is not just a matter of doing something but rather doing the right thing.

“And I impress on all the members of this government, and not just in the Executive, that we do bear a responsibility to everybody and we should not have a period where we are regretting that we could have done something and we didn’t choose to do so. So, perhaps that is my way of making sure that everybody is doing the utmost in their respective roles,” he said.
