Despite the large tract of fertile and productive ricefields in the municipality of Calabanga, the carcass of the abandoned Inarihan dam in barangay Binaliw show proof on how government projects get priority by political patronage and accomodation.

NAGA CITY -– The Bicol regional office, here, of the National Irrigation Administration has a new chief, part of the reorganization instituted by the current board of directors.

Engineer Vicente Vicmudo was named the new regional manager replacing engineer William Ragodon, who has been reassigned to Region 4A or the CALABARZON area with offices in Pila, Laguna, effective September 1st. Prior to his new assignment, he was the regional manager of NIA Region 1-Ilocos based in Urdaneta City, Pangasinan.

The formal turn-over ceremonies will be held at the NIA complex in Naga City on September 8.

Vicmudo holds a doctorate degree in Rural Development from Central Luzon State University in 1996 where he also attained the diploma on agricultural engineer in 1977.

The reshuffling of NIA officials is part of the management policies of NIA Administrator Florencio Padernal as approved by the NIA board of directors.

Some 20 high-ranking NIA executives, regional managers, department managers and deputy administrators, were affected by the reassignment policy, he added. (PNA)
