Gov. Villafuerte bats for an Express tollway in Camarines Sur

A proposed 15.2 kilometer road project traversing communities in the municipalities of San Fernando, Minalabac and Pili is being eyed by governor Miguel Luis Villafuerte as a possible priority public-private partnership (PPP) project in the province of Camarines Sur.

Envisioned as the Camarines Sur Express Tollway project, the new road will bypass the city of Naga and the urban center of capital town Pili.

Villafuerte said the proposed project aims to lessen congestion in traffic along the Pan-Philippine Highway and promote ease of transport of passengers and commuters, mobility of people, goods and services and interconnection of affected local governments.

The governor said studies show that the proposed project will have a highly positive economic internal rate of return, net present value and benefits-cost ratio.

For these benefits, the project is now under a development process of the Public-Private Partnership Center of the national government, Villafuerte added.

Earlier, he sought the project endorsement to the national government by the Bicol Regional Development council as a priority project.

The request was not tackled during last week’s full RDC council meeting but a member of the council’s secretariat said it was earlier endorsed by Salceda to the Committee on Infrastructure for appropriate course of action. (from PNA report)
