There’s a new twist in town. The move to split the province of Camarines Sur into two may move forward under a new trick.
The twist is here: reports said that the group belonging to those opposing the division have agreed to convert the Partido area or the 4rth congressional district into a province.
This new development means that Congressman Fortuno’s 5th district will stick it out with the rest of “the old CamSur” disrricts of 1, 2 and 3.
Reliable reports quoted Senator Ferdinand Marcos to have confirmed the “prevailing” sentiment of parties concerned.
It would mean that the congressional district of representative Arnulfo Fuentebella may become the new province of Nueva Camarines.
Of the five CamSur congressmen, only Fortuno opposed the old proposal and sided with governor LRay Villafuerte. Much later, mayor Madelaine Alfelor-Gazmen of Iriga city abandoned her support for the decapitation of CamSur and joined the camp of Fortuno-Villafuerte.
The intense and continuous lobbying of proponents for the creation of the new province may have succeeded in the gerrymandering onslaught. Senators that received such aggressive lobby in the Senate are Majority Floor Leader Vicente Sotto III, President Juan Ponce Enrile and Marcos who is the local government committee chairman.
Aggressive proponents and co-authors of House Bill 4820 seeking to divide and dismember Camarines Sur are congressmen Dato Arroyo, Luis Villafuerte Sr, Fuentebella and Rolando Andaya.
What will come out to be the new province of ten towns that will comprise the Nueva Camarines (Partido) is not a first class LGU then. But at least, a new fiefdom for the Fuentebellas will eventually emerge.
