Bicol’s Albay and Naga Among Top Best Governed LGUs of the Philippines

The province of Albay and the city of Naga has been shortlisted among the top ten best governed provinces and cities of the Philippines according to the Local Governance Performance Management System (LGPMS) report for the year 2010 as revealed by the Department of Interior and Local Government (DILG).

LGPMS is a self-assessment tool that measures the performance of local government units (LGUs) in key governance areas. The web-based tool assesses LGUs on administrative, social, economic and environmental governance. It also measures the LGUs in fundamentals of good governance which include transparency, participation and financial accountability.

The province of Bohol topped the list with a ranking of 4.9370; La Union, was second with 4.9115; Bulacan, third with 4.8628; Negros Oriental, fourth, 4.8331; Pangasinan, fifth, 4.8185; Ilocos Norte, sixth, 4.8185; Albay, seventh, 4.8064; Cavite, eight, 4.8031; Compostela Valley, ninth, 4.7812; and Tarlac, tenth, 4.7773.

The number one top performing among cities was Valenzuela with a rank of 4.9150; San Juan, second, 4.8875; Puerto Princesa, third. 4.8640; Angeles, fourth 4.7410; Davao, fifth, 4.7380; Naga, sixth, 4.6940; Zamboanga, seventh, 4.6865; Iligan, eight, 4.6710; Cebu, ninth, 4.6633; and Taguig, tenth, 4.6415.

Green economist Jose Clemente “Joey” Sarte Salceda is the governor of Albay while from January 2010 up until the May election, the mayor of Naga city was Jesse Robredo. John Bongat was later elected mayor. Robredo is the current secretary of the DILG.(https://cbanga360.net)
