LGU Libmanan Surpasses the P100M Earnings in 2007

We continue the presentation of annual earnings of Bicol local government units (LGU) starting with Camsur towns, here.

For the fiscal year of 2007, the LGU of Libmanan was the first and only that surpassed the P100M earnings among the 35 municipalities, while capital town Pili had P87M. Rinconada’s Nabua made P73.2M and the third district town of Calabanga earned P72.6M.

Fourth district’s Tinambac grossed P67.8M followed by Ragay’s P64.5M earnings. Quite notable here that Caramoan now surpassed Baao in yearly earnings. Could it be traced to the snowballing effect of the tourism interest and development in the area?

The rest of CamSur towns that fell below P50M annual income are tabled below.  Aside from Caramoan we are keeping a close watch on the town of Siruma, too, (we will reveal one factor on our series about the town, so keep on reading) which in 2007 only earned P27.34M, the fifth poorest of the province.

Tiny LGU Gainza hugged the bottom list. I still like the idea of merging Gainza and Camaligan with independent component LGU Naga city. Perhaps it will pave the way for a new congressional district for the city, mind you. It will also do away with 2 mayors, 2 vice-mayors, and some staff/employees in the process which will bring savings to the LGU.

Checking out the LGU’s dependence on Internal Revenue Allotment (IRA) from the national government, coastal town Presentacion topped the list as the most and highly dependent among the 35 at 98.80% while Pili with 69.93% ranked the least dependent of all. Libmanan, Calabanga, Pasacao and San Jose, all had 85% IRA-dependence.

Taking a closer look now at how the LGU executives handled the disbursement of people’s tax money here.  Goa ranked first in allocating funds for education, culture & sports and manpower development.  The towns of Balatan, Garchitorena and Presentacion spent not a single centavo, though.

At the end of the year, Libmanan saved P16.2M and topped the list.  Calabanga saved P1.567M.  Bato, Lupi,  Canaman, Cabusao and Tinambac went on the red this time.
